In 2011, the Connecticut Commissioner of the Department of Consumer Protection released the “Rubenstein Study,” which was widely hailed throughout the industry on as a thought leader among states on the topic of the secondary ticket marketplace. In 2015, SB 976 was passed by the State Legislature and included a new study that should address similar issues as the Rubenstein Study.
